Also, Mercy’s Guardian Angel cooldown doesn’t even start until after her momentum finishes, so that whole sections is just wrong.
Plus, bug issues don’t legitimize making a hero OP.
Widowmaker needed this nerf. If you want bug fixes that is a separate issue. Stop trying to conflate the two, they’re entirely separate.
Widowmaker having bugs doesn’t mean she should be immune to nerfs.

Other targeted abilities don’t target random background objects instead of reasonable targets, fail to target entirely, or literally drop you off the map and kill you because they bugged out.
They sure don’t.
This is highly debatable, but I’m not gonna change the mind of someone who spends all their time complaining about her.
Bugs that directly and significantly affect an ability’s effectiveness are not at all separate from balance. This is nonsense.

Widowmaker’s grappling hook is the least consistent movement ability in the game.
Is already interrupted by bodyblocking
Is already interrupted by boops
Is already interrupted by CC
Is already interrupted by inconsistent map geometry
Can unintuitively redirect mid-air and fling you backwards
Doesn’t properly refund cooldowns at point-blank ranges, unless your body literally clips into wall geometry
Unlike other movement abilities, the grappling hook cooldown is not actually the time that’s listed.
Most movement cooldowns start immediately when the button is pressed, or immediately after the meter has been depleted/the physics impulse has ended.
Widowmaker’s cooldown doesn’t start until after she has completed both the cast and reel animations.
The cast animation is variable, having a maximum cast time of 0.833 seconds
The reel animation is variable, ranging from 0.1 seconds to 1.0 seconds depending on distance
Since most people aren’t looking to do shortrange grapples (for distance and for slingshots) her 8 second cooldown is effectively a 10 second cooldown.
With autoaim;
The grappling hook pulls you to designated map props and grappling hook areas that override any potential ledges you might intend to go on
The grappling hook always pulls you to the lower of two ledges if two elevated ledges are stacked vertically near each other, forcing you to unintuitively aim higher than the intended ledge in order to properly grapple to it
The autoaim will proc towards ledges that aren’t able to be stood on, at all
If a ledge is beyond the maximum range of the hook and completely out of reach, the autoaim will proc towards that ledge that is out of reach.
Unless you are at an oblique angle where part of that ledge is within range, the grappling hook will seem to go towards a target but will actually hit nothing but air and force you to recast for another 0.833 seconds
Autoaim does not proc onto any moving platforms or moving map geometry
Auto aim does proc to destructible railings, which can be destroyed mid-cast or can also not pull you up-and-over and leave you plummeting to your death if done over a bottomless pit
Without autoaim;
Any ledge you intend to grapple towards requires precise aim
Unless you specifically targeted the exact corner of the edge, the grappling hook will hit nothing but air
If you manage to manually latch onto a corner, it will sometimes just drop you instead of pulling you up and over, forcing every single grapple hook cast to be a slingshot cast
With some autoaim (slider somewhere in the middle);
A mixed bag of the above with/without autoaim bullet points where the autoaim isn’t particularly stellar or reliable regardless of which setting you use
Regardless of autoaim;
Some surfaces are completely unscalable – the grappling hook, which is designated to always latch onto non-enemy hard surfaces, doesn’t latch on to some of those surfaces, at all
Experienced Widow players have gotten to the point where they either;
disable autoaim and spend the two seconds it takes to precisely aim to their next intended ledge
or
keep autoaim and when dived upon, literally aim at the ground a few feet away to do a slingshot that still ends up being within close-combat dive ranges.

But the whole reason she was given that 4 second cooldown buff was because it takes nearly 2+ seconds to cast/activate/start cooldown, and it has always misbehaved to the point where dropping the cooldown was compensation for constant misbehavior.
Cast time is 0.833 seconds, reel time is up to a second. Cooldown doesn’t start until after the reel animation has ended (or been manually terminated by the player).
At 12 seconds cooldown, it was actually 13.833 second cooldown before the ability actually goes on cooldown.
At 8 seconds, it’s a 9.833 second wait before the ability actually goes on cooldown.
At 10 seconds, it’s going to be an 11.833 second wait.
At 10 seconds, it’s effectively a 12 second cooldown.
You’re so arrogant and sure of yourself that this was needed, but every single Widow player will tell you otherwise. The hook does not work as intended. The fact that they chose to nerf it without bugfixing it first, after 8 months of public knowledge that it was busted, means that Blizzard is catering to your constant whining instead of objectively evaluating the value of said ability.
While bugridden, the ability is a liability.
Players have to inconvenience themselves to slingshotting prematurely, every single time , in order to course correct, because the alternative is to have to manually line up your crosshair onto a ledge every cast of the ability.
Course correction is sometimes up to a 0.5s second of wait time that could have been spent lining up a shot and accumulating damage charge, every single time it’s used.
It takes even longer than 0.5s if you shoot an oblique angle to the ledge, and it decides to either fling you backwards (it does that), swing instead of instant reel (it does that too).
Oh, and the autoaim even procs to ledges that can’t be stood on, and sometimes procs on walls it can’t even latch onto wasting an entire ability cast altogether.
And sometimes it’ll just drop you into a pit to your death.
Manually aiming it also isn’t a solution because it has a very strict tolerance and is a 2+ second waste of time if you miss.

I’m fine with these mobility nerf. I do agree with WM grappling hook still need fixing. I still grapple wrong ledge, which require me to overshoot it to get the right spot.

Actually, it’s not ridiculous. There’s an active bug that a developer has acknowledged that causes missed shots.

Whenever your input doesn’t make it consistently to the server because of connection inconsistency, there’s a chance that the server will not replicate your aim synchronized with when you pressed the fire button. This error is exacerbated by recoil-based weapons, since your aim will certainly have changed the frame after you fire a recoiling weapon. If the server doesn’t honor your aim direction at the moment you fired because of packet loss, you will very likely mispredict. We are actively investigating a fix for this, which we hope to deploy with the next major patch.
Update - As of April 3rd, 2018, upon testing this on both normal Wi-Fi, and on a metered connection (Limit Client and Limit Server Send Rate options in settings), misprediction still occurs the same as it did before but without the second bullet trail. (Below examples are on normal Wi-Fi)

Higher skill caps are the things that keep people playing, lowering the ceiling makes her boring and useless at higher levels.
The change is good but the skill ceiling on most characters needs to go higher if blizzard wants ow to last as an esport.
They can’t be reduced when they’re one of the smallest projectiles in the game already.

Dont think its fair for widow since from close range she is the worst DPS in the roster. Hanzo can still annihilate you close range but widow? Nah.
She should have that tool every 8 sec.
