Why nerfing Brigitte's rally but not shield bash

it is actually a huge an unnecessary nerf for her.
Just damage her shield when she uses a shield bash, that will be fine!

150 armour is a little extreme. I think if they made her shield 300-450 health, she wouldn’t seem so oppressive.

Not enough nerfs to Brigitte

There is another change coming to PTR that didn’t make the first build up there. We’re raising the CD on her bash by 20% (5s->6s). We’ll keep an eye on her to make sure she is still in a good place, as the last thing we want to do is over nerf her.

It’s good they want to be careful. Nothing worse than having a character that gets overnerfed. She really isn’t that bad to go against. It seems like so many complaints are over-exaggerated.
