He wasn’t built in Nepal, he only went to Shambali after the Omnic Crisis. Meaning, if he was built in America or Britain, he would’ve been given an American or British accent.
Incidentally, there is some speculation he was built in Antarctica. At the very least it was some place cold and icy according to his short story.

In that case, they should have given him an Alaskan accent. That is like our Antarctica, just so you know. I get not everyone is as great at geology as US American scholars.
His accent is not American nor Omnic, its simply just a Midatlantic accent.
