Because when it happened nobody cared for a whole patch cycle.
Reality’s that this damage buff doesn’t matter at all in Bap’s pickrate.
Nerf IF enough and Bap is out once again.

The entire point of your post was “if character is being damaged, they cannot be healed” and nothing in your post implicated that damage amount was anywhere relevant. If character cannot be healed when they’re getting shot, then it’s impossible to play defensive if you can just permanently keep anti-heal on enemy team by putting a dva on high ground. Ashe’s dynamite would break the game. Torb turret alone would be insufferable.
Healed less. There is a difference. This would make trash damage heros more viable.
There’s a difference of what you said before and what you’re saying now yes.
But it would still be a pretty bad idea nonetheless, there would be zero point trying to heal anybody who comes under fire, which is the entire point of overwatch healers, sustaining the team so theirs dies before yours.
And sustain fire damage dealers aren’t viable only because burst damage dealers like hanzo and widowmaker and doom make them obsolete. Not because healers exist. Why 5-2shot when you can 1shot with same aim and effort.
Would still be a point. You guy dies in 3 seconds under fire instead of 2. There guy is not being healed. Your guy lives. Currently it is your guy cannot die unless 2 more people join in or he suddenly goes afk or the other guy suddenly develops botlike aim.
Circular argument. The sustain damage dealers are obsolete because the healers exist so everyone goes to the burst damage dealers. lower the healing and you remove the need for burst damage dealers and they can be addressed without turning the game into a no on ever dies fest.
I definitely saw people complain immediately and I don’t blame them.
