They fixed that bug and then it came back like a month ago

It was locked out since it was introduced in OW2, then was unlocked around the start of Season 2, I think; maybe Season 3. It only just re-locked as a bug with the Season 4 mid-season patch. The “No Name Card” option unlocked at the same time as the “No Title” option, and the “No Name Card” option was not re-locked with the recent patch.
