Sym was niche back when she was literally designed to kill shield-heavy bunker comps. That was literally the one situation she was good in.
Then the second Sigma was released and we got just that, people demanded her to be nerfed into oblivion again.
I mean, literally every character has “good maps” though. Sym’s best map is still a map that you’d be better off playing another hero on. There’s really no map where a high rank player will look and say, “Hmm. We really need a Sym here…”
Just depends on maps. If are FPS aligned maps, often widow and tracer would be best picks. MOBA related maps, often means niche heroes having some upper hand. The only exception of fps maps not following those rules were assault maps.
Tbh, if every hero would be viable on every map, that would mean 2 subset of heroes and 2 design layouts. One kind of hero with horizontal mobility and one kind of hero with vertical one. No in betweens or mix of those 2. About maps, well… mostly would be FPS oriented maps not moba ones. Meaning most OW2 maps and control maps would be required to get reworked to be assymetrical.
Most problems would be tied to those heroes: moira, d.va, pharah, echo, lucio, hanzo, junk, juno, wreckingball, ashe, widow, reaper and venture.
Due their abilities gives them both vertical and horizontal ones.
Maps also would be needed to be designed by having more ways to reach higher places to offset the vertical movement with horizontal one and vice versa.
Realistically, having all heroes being viable on all maps is not a good approach due would require to remove most unique traits from them.
They did some of those on OW2 and led to too much knockbacks and mobility dominating most of the game since it. While some points had other heroes, generally mobility is what drives most of the time OW2 matches. In that regard you either make everything be mobile splitting mobility on some forms and put heroes on those or remove mobility from everything.
While the thing that actually is needed is a simply adjustment of risk and reward. Allowing heroes to perform well on some situations due their strengths but not always due risks associated to it should be a thing. Most of metas are more tied to high rewards with lower risks which could be fixable by increasing risks and/or reducing rewards.
At least not since 2cp was removed from the game. That is still the biggest nerf Sym and Junk got and it’s a hill I will die on.
Assuming you are a God, Genji. Then Tracer/Widow.
Widow is good vs people that have zero awareness. The moment you start climbing, you can’t do that “hard” carry. Now if you are a Genji God (and obviously pocketed) … nothing much can stop you.

Reaper, obviously. How could he not be with all the nerfs they throw at him? It’s clearly a sign of an OP hero.
Tracer, Widow, Junkrat/Hanzo probably.
Tracer can be where she needs to be, and has escape tools. High burst potential to one clip most of the cast.
Widow can one shot most of the cast from super far, and launch herself into the air to get angles.
Junkrat/Hanzo being able to bounce shots could hit you from behind cover, around any shields you have, and make multi-kills from safe zones.
Of course, this is under theoretical. No real players can calculate and make the impossible shots from effectively blind as would be needed.
In practicality, Soldier, Ashe, McCree tend to be super solid, due to a nice rate of fire, quick kill times, and mobility without needing the absolute highest mechanics to make work.
Ashe/Pharah would be the most versatile
Any hero can carry if you got them cheats set up to toggle.
Abviosuly D.va. She is a fat flying reaper
Soldier and Reaper are probably the strongest and can carry the most weight.
Tracer, Widow (in some situations), Ashe, Genji (if you’re a god).
My most often carries are on Hanzo, so I’d add him to that list.
