In almost every epic and rare skin, Reaper’s arms are white right above the elbows. What is up??!!
Don’t you remember? Underneath the mask, Reaper is still Gabriel Reyes, so his arms aren’t completely covered. Just like how Widowmaker is still Amilee LaCroix(not sure if I spelled it right) on the inside, she was just brainwashed by talon to kill her husband and then had her heart rate slowed causing her skin to turn blue(you can recreate the effect by wrapping a rubber band around your finger for a few seconds, it’s turning blue/purple because not enough oxygen is reaching it)

In the lore, he’s from Hollywood, and yes, his Blackwatch skin does make him look a little darker skin toned, but his S24 skin shows his face a bit better and it’s more clearly white, but the white for his default/epic skins is probably because he was dying after the incident at the Overwatch Swiss HQ and was restored and experimented on by both Mercy and Moira
He’s hispanic and also kind of dead-ish. He’s probably a bit pale.

he honestly looks more latino than afro-latino to me. especially using sombra as an example of in-game latinas. unless I grew up surrounded by a bunch of afro-latinos and didnt know it…
But Blizzard usually goes that extra mile to have their voice actors/actresses be the same nationality as who their voicing to add more detail and personality to each character:
Charlet Chung(Korean), she voices D. Va(Korean)
Carolina Ravasa(Hispanic), She voices Sombra(Hispanic)
Lucie Pohl(Swiss but speaks German), Voices Mercy(Swiss but speaks German)
Keith Ferguson(American), Voices Reaper
he’s american, but keith ferguson isnt white. i’d link you to a pic of him, but i cant. and while your theory is accurate on the voice actors, keith is definitely not white.

He’s covered up all the time so I’d imagine he lost his tan from not getting any sun. That or he’s a full blown zombie under the hood.
I think the intended idea is that he’s full blown zombie/inhuman under the hood. nothing like he is in his younger skins.
Reaper is probably 2nd generation American.
I think Reaper was originally intended to be a white guy and the elbows are a holdover from that.
I guess you could justify it as some kind of decay.
it’s probably the case judging by the concept art.
“he’s hispanic and also kind of dead-ish” is probably the best description for any hero I’ve heard.
