What is this supposed to mean if not that MMR is the cause for people being hardstuck?

While SR decides the level we are allowed to compete at, the majority of us are stuck in a quagmire we cannot climb out from, because rising up makes you a target for handicapping/MMR to strike down.

On the other hand Mercer is saying this:

You go on a large win or loss streak, it gets less certain. The more certain the matchmaker is about your MMR, the less your MMR will change in either direction based on a win or loss.
