[Stadium]"Melee Damage %" doesn't consider additive base dmg

Genji’s power “Hidden Blade” grants him an increase in Quick Melee base damage by 25, for a total of 65.
Genji additionally has the “Ambusher Optics” item which grants 25% “Melee Damage” (stating it should affect Dragon Blade but it does not, as reported by someone else), together you’d think that the damage would be (40 + 25) * 1.25 = 81.25 but instead it ends up being 75, which is 40 * 1.25 + 25.
The same is observed by the “GloomGauntlet” 15% “Melee Damage” effect, which grants an additional 6 damage instead of 9.75 with Genji’s power equipped.

This feels like an oversight because the additional effect on “Ambusher Optics” (melee from behind crits for an 50% additional damage) does apply after all other effects, so 75 melee damage becomes 112.5, if it had behaved like “Melee Damage %” effects do then it would’ve only granted 20 extra damage for a total of 95.

This could be intended. Ambusher Optics applies a crit which is a different mechanic, and considers total damage.

It still makes no sense given how other abilities are described, where exceptions are put in brackets, if this was intended then after “+ 25 quick melee damage” should be followed by (does not scale), but given other issues with melee damage % (does not affect blade despite saying it does) I’m inclined to believe it’s not intentional and simply hasn’t been thoroughly tested, oversights are very common in this game, bugs that affect multiple characters often only get addressed for one.

Edit: This also contradicts other hero powers, Cassidy has a power that grants him ammo for crit elims, the additional ammo scales with ammo %.
Edit 2: This is also contradicted by the behavior of Weapon Power %, which does scale the additional 25 base melee damage.
