And Zarya too. But, I mainly need to know for Zenyatta.
So he just has his 200 health, and let’s say he gets hit with 150 damage. What does that damage burn through first, and will he still be able to recover that 100 shields, leaving him with 150 health afterwards?
Or has something changed with that? Or is only armor going to be affected?

The changes are for Over shields \ health \ armor.
Which means Shield given by Lucio
Rally Armor given by Brigette.
essentially, before the armour from brigs ult would stack under the shield. Now it stacks before the shield, so he’ll take armour damage before shield damage. So if he has 100 shield, he’ll take that damage, and then it’ll start to cut into this health.

Nah before it went Shields/Armour/Health, so he’d lose shields and keep the armour before they had the 30 second duration.

No, the armor went under the shields so that Zenyatta had ~250 armor effectively, this way Zenyatta can never have more than 100 armor. It reduces how effective Repair Pack is as a peel mechanic for Zenyatta vs Dive Tanks and Tracer, but it shouldn’t effect Zenyatta himself at all. We may/may not see less triple support comps because of the Brig nerfs, but honestly triple support and the nerfed Reapair Pack are still more than enough to keep a Tracer away fwiw.
Still, I don’t really know why they decide to change this exactly. If they’re going to make Brig’s ult last only 30 seconds now, and have any excess armor disappear, then it doesn’t really make sense to change things around. Same with the Lucio ult.
Now, if Brig’s ult was going to allow permanent armor, I could see how that’s a problem. But, oh well. Maybe they won’t go through with her nerf. I hope not.
The speculation is that temporary health (Hero 30/Echo maybe?) is going to be a new game effect, so they are starting to make changes to keep it game balanced.

Because the amount of peel Repair Pack gives Zarya and Zenyatta is extremely high, I think they’re tripling down on Reaper being able to gun down Zarya and Dive being able to focus down Zenyatta so that GOATS doesn’t survive into OWL season 2.
Honestly, this is a change that they should’ve made a long time ago and I think it’s important to stop the Brigitte, Zenyatta, Lucio backlines while Winston’s damage is halved vs armour - it’s literally impossible for a Winston to kill a Zenyatta with armour being healed for 32 hps now, but with the armour on the outside of the shields the Winston can clear it with the Jump + Melee damage so that he can do ~30 dps vs the Zenyatta instead of 0 effectively by shooting.
Chip damage is coming back, that’s good for the game overall.
I don’t think so, they talked about making this nerf some time ago and I think that because the professional play testing consensus was that GOATS was still the best team comp that Blizzard had to pull another trigger to be sure GOATS would actually die.
This is a HUGE Winston buff, that matters a lot considering how dominant Rein/Zarya is.
Not much.
The only instance he’d ever be affected is alongside Brigitte.
There’s no other way for him to obtain armor.
