The system is making sure your W/L is as close to 50/50 as possible, to the point where it will put you into stomped matches.
I have a theory about that too. I think there might be a hidden reputation system for players that changes based on how accurate their reports are.
A player whose reports are consistent have more merrit than someone who spams or attempts to abuse reports.
Almost all my reports are acted on and I see action within 24 hours.
Now, I have no proof so I will not attempt to claim it as fact or convince others. It is just something I suspect.
My thing with the leavers thing is. I’ve never dumped a match after a first team fight loss or a last 1:30 of a match, or even in the overtime clock. And I remain for all final fights even if it is a loss. Because things can happen where a person can get lucky and the rigged system allows a person to win. So its better to role the dice and see if that last 15 seconds of a match will give a person a WIN. Which for me it has, and pays off more often than not.
So I wont close out a match even in that last 2 minutes. because there is a high chance to win.

the mistake being made here, as far as I can tell, if that it is being assumed that a thrower gets banned after one report.
its possible that 1 report results in a ban, but only if the thrower already has multiple reports filed against them.
and players have no way to tell whether a given thrower has the requisite number of reports already submitted against them.

I have observed a similar number of leavers and a striking rise in players throwing in ways that wont result in a ban.
The solution is to stop players wanting to leave.

what they need to do is go to make a pvp sandbox mode. so if there is leavers. potential leavers and all that. people can play there. for the reason of we don’t know their true reason and it can’t actually be proven.
people’s behavior doesn’t change. they just find ways around the system and continue to do what the know. leave or throw.
however I do put a good portion of the causation and responsibility on blizzard and their match building team since it doesn’t assign a player quality rating and appropriately pair off teams.
I guess to me as a player. my beef is they have attempted to play whack a mole with leavers and completely ignored cheaters and bad match making. and it’s very offensive to think that cheaters and bad match making to them isn’t a priority.

people on these forms in the past do find its often endorse 5 players who are throwing honestly this game has destroyed my self esteem and hope with hwo things gotten changed over time like before ow2 i alerady was depressed (officially diagnosed in 2015 or 2016) and last night depression was hitting hard as i havent had my meds for depression
SBMM - I can agree with you it would sift out the groups that don’t want to play with one another.
The frustrating thing is. we use to treat Quickplay Overwatch as a Sandbox, and today somehow they want it completely different now at Blizzard. Its annoying that this rule has changed. I get it, its their game. But I equally hate it as well.

Reducing leaver penalty in QP would emphasize this imo. A penalty tells everyone that you have to be dedicated for QP aswell.
throwing is against the rules, ergo it is reportable, and ergo the player throwing can be banned
there is no type of throwing that isnt reportable and ergo bannable
Blizzard does not and can not control human actions
They can only provide consequences to make them stop leaving, or better yet, not queue for a match they intend to leave in the first place
There are no such ways
One superb idea I heard recently is to move leavers into a backfill only queue, where they can only get backfill assignments until they complete a backfill assignment (id prefer this to be 3 or 4 backfill assignments) for each leave. Once they have completed the necessary number of backfills, they return to the normal player queue
and hopefully, those consequences will be made more severe, sooner the better
With Mystery Heroes being yet again back in unranked for some ungodly reason… I do leave less… however when I get a crap team or a hero or map I loath, instead of leaving and letting someone come in who will play… I just do enough not to get auto kicked…
That is the result of leaver penalties… they do nothing to make the games better… they just make them longer and more painful for everyone.
Players who choose to punish their innocent teams in this way eventually get reported enough to receive a tempban.
Each tempban is progressively longer until one gets a 1000 year “temp” ban
So the leaver penalties are in essence a process that weeds out habitual leavers over time, and the player population is improved each time one of them is removed, either for leaving or for choosing another rule to break in its place
as such, leaver penalties do make the game better
