Since it really doesn’t do much at Plat through Silver ELOs. Which is the center of the population bell curve. Which is the location they can get the largest bulk amount of additional Support players.
Especially since Support mobility buffs are basically going to be projectile hero nerfs.
Does this matter if the game loses it’s actually skilled and dedicated playerbase due to severe lack of balance? The loyal players are much more likely to stay than the newcomers that might try it out and eventually stop playing and return to their main games.

Well, given they are not where the money is, to be strictly honest from Blizzards point of view, not really.
More so, not all heroes needs to be super viable in high ranks. It is ok if Genji isn’t viable in high ranked play, not all heroes are.
If he isn’t viable up there it isn’t the end of the world, it isn’t some severe lack of balance.
In an ideal world he would be viable in high ranked play, and not a problem in low ranks.
But that would require changes to the hero, and the Genji mains don’t want that.
So, why would they balance him in a way which cut off some of the flow of new players? Why would you expect them to give up money for Genji mains to be happy?

If the game lost half of the GM playerbase, but it had great queue times by FPS standards, good matchmaking, and booming playerbase size growth.
That’d be a perfectly worthwhile tradeoff for Blizzard Corporate.

But also, for people who are focused on fixing Matchmaking, why should we care what the top most meta DPS are for a tiny minority of the playerbase.
Let Genji be triple SSS tier meta in GM. Doesn’t really matter.

Well if Genji is the most popular DPS overall, and roughly half the playerbase is DPS players. Then yeah, that’s a good reason not to piss off Genji players.
Especially since if they are this verbose in their complaints over a 7% damage nerf. You’d never hear the end of it if they nerfed him down to Sombra tier.
So just don’t.
Buff Supports directly instead of focusing on “indirect Support buffs”.

Genji is fine right now, his ult charge is actually in-line with other DPS. Buffing his damage would result him being too OP again. If you increase his damage, he needs ult charge nerf. Probably 1.5x more.
