Whenever you want to report, all the categories are always scrambled so that you always have to search the one you want instead of it being in the same position.
This is just a hassle to work with, especially if you want to report more than one time.

I believe the order of the list is done randomly to help prevent any attempts at Report spamming and not necessarily a bug. Unfortunately, this is not the best place to provide suggestions for game features. The Bug Report forum is only monitored by Blizzard’s Quality Assurance Team which tracks for issues such as in-game glitches or bugs as you play Overwatch. Please consider posting your suggestion in the general discussion forum.
