Relegating Mercy Ress to her ult - in a balanced way

If the devs do change Rez,
here’s the most likely change they will do:

• Reduce the frequency of Rez by making it only available during Valkyrie.
• Reduce the cast time of Rez, or remove cast time entirely.

Would be more fun and balanced than current Rez. And extremely simple to code.

Rez only in Valk, say roughly 0.875second cast time (half of current).
