I did everything I could from my side my ISP checked everything, came to my house to check and said everything is fine, they replaced my router and I replaced every cable connected to it (I am connected with internet cable and not wifi).
I am pretty sure its not my problem, my winMTR test can show packet loss on blizzard server (Eq france).
I think you should check it as many people report the same issue.

To clarify, the eqfr5 servers are configured to treat ICMP tests (such as pathping, traceroute and the WinMTR tests) as low priority as a DDoS flood mitigation. It does not affect actual game data though.
In this case, I would suggest testing another network like a mobile hotspot or use a free VPN temporarily just to see if thereās any change. If this persists, then itās likely that thereās something on the computer causing this issue since we arenāt aware of any widespread issues with the Overwatch servers.
