PS4 Friends Don't Load After Resume From Suspend

Repro Steps:

1. Suspend your PS4 while playing overwatch.
2. Turn back on Ps4, hit X to re-login in to server
3. See error message “an error has occurred”
4. Friends list in game says you have no friends.

This worked correctly prior to the latest game update.
