Sadly the original Jeff Kaplan quote is not on the forums, but here is Kaedi quoting the post:

The developers have specifically stated that Emotes are intended to be locked into their animation until completed (or in the cases of dances or sit-downs, their exit animations are executed) as many of them can be used for tactical purposes.

We deliberately designed the emote system to make it unwise to use during combat. This was a conscious design decision as it prevented emotes from being used for competitive advantage.
