Unfortunately the terms have become clouded because the League of Legends community adopted what I consider a reverse terminology for “skill floor” and the games popularity has made this usage spread.
Normal “skill floor”: how effective a hero can be when played by a beginner. Low skill floor heroes are very difficult to contribute with until you are an advanced player.
LoL “skill floor”: how much skill you need to start being effective with a hero. Low skill floor heroes are easy to contribute with even as a beginner.
I guess this is why, there are literally two meanings that contradict eachother going around…
For me,
Skill floor : How effective a character is at the entry skill lvl , for example Mercy has a very high skill floor because there is very little between her floor and ceiling, so shes very effective at entry lvl,
While Doom has a very low skill floor because hes not very effective at entry lvl and has a long way until his ceiling.
So by “dumb” you mean, “you would prefer tanks to be at a higher power level and sigma, rein and Winston embody that for you”.
No I’ve never played LoL.
Mercy has a low skill floor because you need little skill to have some impact.
The skill floor and ceiling are independent of each other.
You’ve described her having a low skill floor and a low skill ceiling (although I believe that mercy does have a high skill ceiling as I think there is a massive difference between a plat Mercy and a GM mercy).

I think you need to reevaluate your perception that this is the “normal” definition of “skill floor” because in all my years of gaming I can honestly say I have never heard the term used in this way. People might say something is “Beginner friendly” if they mean to describe a thing as you have,
Mind you even atm , Doom is the most valuable piece in their team so even if all of the tanks got nerfed down to his lvl, tanks would still be the most impactful role, though i’d prefer if Doom was buffed a little before to Rein lvl then the rest of the role gets pulled to that lvl.

Who wants to be the games punching bag? All the responsibility, all the effort, but you have to do it after being brought down to the level a DPS can solo kill you.
Balance needs to be brought to the tank roster, but remember the past.
I actually hard agree, if its not RQ than balance is demonstribly worse in OW2, if all tanks were nerfed to doomfist level, than tanks wouldn’t be so broken everywhere.
