We don’t actually know, overwatch was always sci fi, with abilities that are all feasible with tech, instead of magic, when the dragons where brought up, the old Devs quickly pulled that the dragons are hard light out of their behinds, and stuck with it… Until Kiri was released and any sort of lore continuity was thrown out the window.
