I just personally observed this problem again, which had previously been resolved for me personally after my last bug report about it here.

Just spectated a friend’s (Secured2k#1181) QP match midway, and on first loading into the match, experienced severe stuttering like what I saw that I described in the other post. The visible frames jump forward every second or so with a lot missing in between, to the point it looks like a video jumping forward between scenes. This seemed to get better after about 10 seconds or so, but still was visibly skipping frames. Then eventually it got to a point where it was tolerable, and was smoother to a degree that I was more used to seeing in game, though by no means good. I could see the in game stats displayed in the upper left and the frame rate was jumping up and down between 40s to 60s. This lasted for the entire game.
Hopefully this helps with identifying the backfill frame drop issue that other people have been having, but I have not personally experienced except in the Classic Ow arcade mode once a while back.

Oh, and the lingering graphical artifacts from projectiles bug is definitely back again, at least for Genji. I first reported this here. It’s not as long lasting as a year ago I think, but still very obvious.

Also, as a side note, just tested Junkrat’s mythic skin in the training range today using the “Tryout” option from the mythic store. I had the VFX turned on and the game was noticeably lagging whenever I fired a grenade from his primary fire. I think the glowing trail effect from the shots are probably the cause, though I couldn’t see a definitive frame rate drop in the in-game stat display. If this is the way it’s going to be, not only can I not use that skin personally, I’d likely get lag from someone else using it in a match as well.
