If she’s has cc in her kit and is the template for all design, naturally the heros are going to get some form of cc
I think you have missed OP’s point with this thread. Read that list, and see which aspects are mentioned there. CC is not mentioned.
Point is, aspects mentioned in the thread about Mei are pointers towards better hero design, including my comment about well designed CC. “Template” means that you can fill that template with different abilities. No one here said “every hero needs CC” expect you. You kinda brought that up.

I agree. Mei is indeed a good template hero.
She has her counters, but also heroes that she can counter.
She has her strength but also her weaknesses.
She can be oppressive, but not overpowered.
And her kit is fair too:
She’s balanced.
And despite what Lightning think, is Mei Bae.
I’d argue McCree is as well for the more straighforward approach. Good damage with either the lower skill flashfan or with the high skill double headshot, clear distinction between good and bad players with a fairly low skill floor considering the height of the skill ceiling. Countered by just as many as he counters and doesn’t enforce cheesy or pubstomp style of team comps.
Though Blizzard still has no idea how to balance him out properly.
But that’s the case with most heroes it seems. They could be perfect, but ultimately Blizz is the one balancing them not us.
there is one thing that bloody well terrifies me with Mei as a hero, and its not in game mechanics but the use of weaponized cryogenics, so Mei creates a weapon that can both partially cryogenically freeze someone so the little lass can then fire a cryogenically hardened bolt of ice into their heads.
IT realistically takes a hell of a twisted mind to create a weapon system that is so innately inhumane.
Now only a bikini skin is missing for perfection. Or a pingu mascott one 
Making a hero do 3 roles negates the heros that can only do 1 role.
The ending line should stop at a hero doing 2 roles, but at the cost of doing them less than their counterparts.
I.e. hog being a DPS-tank but with no teamplay capabilities.
Or how Soldier can AoE heal, but not like any support.
That’s how you achieve a balanced hero.
Plus Brig was built solely off countering Trace, So it only makes sense that she would be broken. Countering Tracer = countering every other hero 3x as bad.

As a Mei main, I would disagree, I would say Zenyatta is the template.
Easy to pick up, hard to master.
Very high skill ceiling.
Can operate solo but best in teams.
No fancy get out of jail free cards, ie dash or blink, boost away, etc.
Must learn to position and play well with others.
