It still baffles me why it costs money to change your name in the first place.
If the problem is that they think people are going to abuse it and constantly change their name they could just impose a limit on how frequently it can be done - e.g. once per month, 3 times in six months, etc.

I’d imagine there’s administrative overhead that scales with the sheer volume of people doing it.
I honestly can’t imagine it not being a fully automated process. Also no other service seems to have such an issue.

Yes, it’s automated, but there is still administrative overhead. And if it’s a service people are willing to pay for, why not charge?
There are several services that charge for name changes.
