Utility buffs would be the way to go. I feel like his pedal platform should do something in addition to simply raising players. Maybe make pedal platform grant damage resistance to you or allies whenever standing on it or increased rate of fire.

Mercy is kinda garbo if youāre not pocketing a god DPS. Moira is good what you mean? better than LW by at least a mile.
I play him because heās more fun than the other supports, even if heās niche-ish.
Unless thereās a Bastion on the enemy team, Iāll play him. The exception is if thereās an Orisa, Sigma or Zarya on the enemy teamā¦ in which case I will sacrifice my tree for the greater good so I can petal us to safety.
The only thing Iād say he needs is faster healing petal recharge time and cleanse on Lifegrip. Itās genuinely bizarre that it isnāt a cleanse already considering itās a mini-invuln. Whatās the problem with having another cleanse in the game when there are 391248230 DoTs and CC abilities??
I also feel like allies having overhealth or shields while standing on the Petal Platform would be great.
My final dream buff would be Tree of Life pulses āthornsā on the ground it sits on so enemies in its AoE get hurt if they stand in it.

The fact those were your only reasons actually proves my reasons actually work.
The shield break thing you can never have to much shield break because you go from breaking the shield to breaking the face, if the match up between Rein Sigma or Winston becomes so insanely 1 sided when there played against Weaver then yes it absolutely is your job not to 1v1 but to do everything else I actually said.
I figured you actually wouldnāt be able to come up with a good counter for that one because that is Lifeweavers like āThingā
Zen doesnāt live as long and is more squishy, everyone else you listed is A slower or B simply canāt reach it like Weaver can, he can also INSTA break it with tree of life.

If you have a Rein main or a 1 trick you can literally turn an entire tank back on from being useless.
Just like how the enemy team wonāt always have a hog to anti or anything to cleanse you wonāt always be on a high ground map but you still can get value just the same.
Itās not that heās weakā¦There are just better supports for almost every situation but Iād argue thatās a problem with some of the support roster doing too much.
