My settings cant change in the game. I can open the menu and change things and they’ll show that theyre changed, but they don’t take effect. For example I’ll go in and turn FPS display on and it’ll show as on in the options page but it does not appear to be active. Restarting the game the FPS display will show as on, but it will still not show as active. I am stuck in high graphics and I cant play at all.

The setting above the one you changed in the video needs to be turned on in order for any stats to appear. Then you adjust them individually like the one in the video. This is working as intended, so you can adjust all things you want to see or not see when you toggle performance stats.
Okay I got show FPS back but my game still appears to be in medium or high graphics when it is set to low as my frames have still dropped a lot and animations are choppy
