Because, regardless of being terrible she is fun to play.
The movement is fluid and a successful rez is an instant endorfin boost.
Doesn’t syop her from being pretty useless for 80% of the time though.

She isn’t terrible. Her value only starts to fall off in the highest ranks and that is only because there are better supports, not that Mercy herself is bad.

There are a large portion of people who enjoy OW and don’t know how to aim at all in an FPS game. Blizzard would be shooting themselves in the foot to change that.
Torbjorn turret does 44 dps. Mrrcy can’t outheal a turret anymore.
Soldier’s biotic field does 40 hps without the passive. Was there ever a fight before season 9 when you felt that soldier’s heals really clutched a fight? Because mercy’s healing is just as useless as that biotic field.
If your team needs heals, you can only play Moira, kiri, bap or ana. No one else even has a chance of keeping anyone alive outside of ults.
Incidentally, mercy’s ult healing is 48 hps.

Let us buff her healing to 45 DPS.
All the time! I used to more or less one trick Soldier, however. I have never seen it clutch an enemy teamfight which is probably what you were getting at.
That is probably true and definitely the reason I do not play support.
That’s just pitiful.
I 'member when Mercy did 60 HPS.
yet another one of those threads by people not getting that some people play characters because they like them, not because they’re strong.
mercy has always been popular despite the fact that during most of the games existence she was one of the weakest characters.

I’m support in all of them and never play Mercy so that skews the sample, but still not a lot of Mercy, you’re right.

Didn’t the devs say she was actually pretty decent at most ranks and didn’t really start to step down until the upper ranks, but even there was still a decent performer even if she wasn’t top dog?

She is in every game because all the Mercy mains are returning in advance of Pink Mercy v2.0 being released.
I haven’t seen this many superjumps and clutch rezzes from other Mercy players in years.
Not including myself.
Mercy is not in every game. She appears in games where the own team’s DPS are stronger than the other team’s DPS.
So if you are DPS and you are seeing a Mercy, you are probably a weak DPS, because Mercy realizes:
Boosting her teammates’ damage is valuable.
bttw: When my DPS friend plays Baptiste, I often play Mercy for him so that our team plays with 3 DPS
