You can counter Mei with any ranged dps really with hanzo widow and pharah being your best options. As for tanks zarya roadhog orisa are good against her

I like Pharah for Mei, and also anything with a shield. Just get above them,

Mei is queen of close range duels. So your main alternative is removing at least one of those variables.
Ie, either play from a range she can’t freeze you (Pharah, Widow, Hanzo, Junkrat, Ashe, McCree, etc), or make a deathball so strong that she gets ovewhelmed (Roadhog, Reaper, mirror Mei, etc).
It’s nice to keep an eye on heroes that can self-cleanse, so that you can activate it when you are at the verge of freezing. Moira, Reaper, Orisa, Zarya, Tracer. Zarya can bubble anyone that is freezing (but not frozen) to provide a instant cleanse as well. If Mei can’t freeze, her value is almost non-existent.

Closest thing to hard counter would be a one shot from range hero. But most heroes have counterplay with Mei. It’s just about who outplays who. Just as it should be

Ya it also matter who the other dps the mei has a partner. Say it’s mei and sombra you know that their overall damage is going to be pretty low and they are relying on utility to win fights. Sometimes just a junkrat in these scenarios will win the day since you will be destroying their barrier but they won’t be able to destroy yours.
However say it’s a mei and an ashe or a mei and widowmaker, picking junk might just get you sniped.
If they have a hammond and a mei together then you probably want to pick mei yourself since that completely stops the hammond and you’re nearly fighting a 6 v 5

Forcing her into the ice-cube. When she unblocks, two people or more unload on her.
Sombra can sort of hurt her but its much easier for Mei to hit Sombra than it is for Sombra to hack Mei.
