I gotta be careful even talking about this, don’t i? 
Lets get something straight. (No pun intended)
This is not about sexuality, nor sexual orientation.
“A person’s sexual identity in relation to the gender to which they are attracted; the fact of being heterosexual, homosexual, or bisexual.”
Now that that’s out of the way, lets talk about a character’s personal identity, and how i would like to see an effeminate male hero.
Firstly, is this the base for an entire character?
HELL NO.
This is a character trait, which is a large part of building a character, but is not what i would like to see built into a hero by itself.
That would be like designing a hero to BE Their sexual orientation.
And lets not go there.
What do we have in Overwatch?
We have very feminine female heroes, see: D,Va, Mercy, Ashe, Sombra, Widowmaker, Even Mei Etc…
Heroes who are feminine and wear it well even in battle.
Make-up, clothes, even their physical builds are small, feminine, and petite.
We have very masculine female heroes, see: Zarya, Pharah, Brigitte, And even Orisa.
Heroes who know their own strengths and show it without regard for seeming “Strong” or simply being portrayed with less stereotypical views of feminine.
Large imposing ladies, who are proud to be the Tanks, or outright hard to deal with, gals.
Orisa herself may be feminine, but she’s the size of a small bus!
Definitely not a centaur i would wanna make angry. her right arm is a gun, and she can face-tank Reinhard at full speed.
In that same way, Brigitte is an armor building, shield wielding, metal flailing, Bad-A
When it comes to the males, we have:
Beards.
So many beards…
Reinhardt, Torbjorn, Mccree, Hanzo…
Muscles the size of mountains…
Reinhardt (That man IS a mountain) Tobjorn may be small but he’s just a tiny Reinhardt. We all know how Mccree and Hanzo look by now, and they’re the top of the line in looks physically.
Then we have Mr fist (Doomfist), the wanna-be Reinhardt who is literally half fist, and half artificially strengthened muscles.
Mr Ninja wanna be a robot. (Genji)
Mr actual robot. (Zenyatta)
Then you have heroes like Lucio and Baptiste.
They are cut.
From afar you would call then skinny or even small, but these men are both strong looking and rather masculine, even having facial hair.
Along with Junkrat and Roadhog.
Roadhog is… a mountain.
Both in strength and in… well, Body.
Junkrat has the same issue as Lucio in this sense.
He’s small, and he’s skinny… but look at those abs!!
He’s a tiny ball of muscles and the intent to blow things up.
Soldier: 76.
He may lack the beard, but this manly man’s silhouette can do more one armed push-ups than most without trying.
Mr big scary monkey. (Winston)
(Must i say more about why a literal gorilla is often masculine?)
Mr Edgelord. (Reaper)
Carries shotguns, sounds worse than those shotguns when he speaks, and literally can’t help but project how war hardened he is.
HELL we have a Hamster! (“WreckingBall”)
And even hamham drives a huge deep voiced robot that crushes people and is larger than most cars.
To conclude, i simply think it’d be really cool to see an effeminate male hero.
A hero who doesn’t need to be mega-strong, as fit as can physically be, nor a war hardened Soldier type.
How old is D,Va again?
Canonically 19?
This proposed hero could easily be her age, if not more specifically part of the Meka squad which was already shown.
Yes, i am on this train now.
I would love to see Jae-eun [Casino] With his white hair on the right, or Kyung-soo [King] Another hero in glasses! OR Seung-hwa [Overlord] Who in my opinion at least looks like he would have a pacifist’s personality while only fighting to protect his home…
Please do give us the meka squad!
There is a missing piece in the demographic for heroes, and you already created the perfect heroes to fill that gap.
Remember, these are just opinions.
TL;DR
I want the meka squad in game, or at least a less many-man muscled up male to play as sometimes. I would love to see such a diverse hero line up as Overwatch has, expanded even further, as it seems to be lacking on one end of the scale at least in my opinion.
