Genji is pretty strong right now, and since he is no where near as hard as his mains would lead you to believe, that means a lot of people are playing and can get value out of him.
I’ve always been a below average Genji player, but even I am god damn feasting when I play him.
I recommend redoing the passive (again) and making multiple for dps, since some are wacky with it and some are actively hurt by it.

not true whatsoever. for as long as I can remember genji was a near constant presence in my games. from QP to comp. he may not have been a streamers favourite hero for a while but he was very much still heavily used throughout
Usage does not contribute to power level, especially not in QP
In GM his pickrate last year was sitting at around 0.50% for 6 months if that proves anything to you

I simply don’t care about his pick rate in the top 1% of players. he was still heavily picked in by the wider community and he wouldn’t have been if he wasn’t so strong the whole time.
His pickrate was the highest in platinum at a consistent 2.50% which was around the average and not to mention Platinum is the rank where most people play and therefore the most casual rank meaning balance does not matter there, people pick what they want.
people in comp are still playing to win, regardless of whether or not theyre as good as GM players. they don’t pick heroes they know aren’t going to be good
and of course balance matters there. it’s where the audience is most
I think you are heavily underestamating the players that play in lower ranks
Most of them really do not care what is the strongest and would rather play their main and since there are a lot of Genji mains it is obvious his presence is going to be higher in lower ranks and quick play.
You can tell a character is bad when their pickrate scales down over the ranks.
