Erm, Mercy’s current regen rate is caused by a relatively low survival rate back then. Mercy’s always been a priority target. (For reference, Mercy shipped with a 3 second delay before regen kicked in. This was reduced to 1 second, because Mercy was dying too often. GA was at some point changed from 2 to 1 second for the same reason)
No, it wouldn’t. Mass res Mercy was a worthless troll pick in high rank for several seasons, and it was because all she could do that was worthwhile was counter wombo combos. High rank games didn’t depend on wombo combos, they depended on single picks and coordinated dives onto the healers first. A dead Mercy can’t res, and it was ridiculously easy to kill Mercy before she got the ability to angel-hop.
Killing the effectiveness of wombo-combos in a wombo-combo meta makes it no longer a wombo-combo meta. It makes the wombo-combo less valuable, and gives other heros a chance to beat them.

Hook was 6 seconds for a year since release. Suddenly OP. Pulse Bomb did 400 damage for 2 years. Suddenly OP. Something existing since day 1 does not make it balanced. Even though GA is overtuned, if you actually read my post you’d see that I argue against GA nerfs.
It could be 2 seconds. Or it could kick in with lower HPS and increase in 1-2 steps to a current level. Indeed Mercy had low survival rate back in the day, she received so many changes in that regard that now she is the most survivable healer.

On herself. And she can become completely invincible while moving super fast every 6 seconds, just to top it all off.

She more than makes it up by damage boosting and returning dead DPS/Tanks back to life. Ressed Genji who immediately goes Dragonblade 3k is Mercy’s damage contribution.
The objective isn’t to lower Mercy’s pick rate. The objective is to lower Hanzo’s pick rate, and maybe Zarya while we’re at it. The more direct method would be to simply nerf Hanzo. Maybe you would prefer that approach?
