Experimental Mode – Moving the Meta with Hero Updates

The only logic here is:

1. the devs were essentially high when they made these changes, or

2. they are internally testing possibly with the next character or new ones for OW 2 and there is some weird synergy at work.

Otherwise, these seem like some of the worst changes in a long time, ngl. Only Syms makes any sense.
