Probably not. I just know that they had to alter a lot of the graphical work to avoid mentions of the word or symbolism of “death”. And originally, WoW went through another company in China because of mandated laws. Things may have changed or obviously did change and Blizzard would have to eventually abandon ship there, especially after the Hong Kong fallout.
Blizzard’s proxy in China isn’t much different from companies here in the US that license Japanese games. For example, Atlus brings over games from Vanillaware or (at the time), Nippon Ichi Software.

You can see the cracks and brittles in blizzards competence when you see censorship like this. Basically means they didn’t have enough time to finish that Ashe skin, they failed their deadline.

I highly doubt it, ashe isn’t on the money making list of heroes in ow lol, otherwise she would recieve as many skins and as often as mercy, genji & kiriko.

Yeah but just because you spend money on her and play her doesn’t mean she’s popular when getting skins lmao.
The devs only favor mercy, kiriko and genji mostly when it comes to skins and i guess reaper comes close as well…I don’t know if we can count d.va anymore because it feels like she hasn’t recieved skins in ages except from the le sserafim collab…
