Recently I have been frustrated by a bug in the communication wheel where holding C and then dragging my mouse to saying something like thanks does nothing. There is no warning that shows up saying you’ve used comms too many times in chat and there is no dialogue from my hero. Additionally some times when I use the hello communication my Mercy does the animation but no sound is played.
I have scan and repaired my game twice but the issue is not resolved. I am mute in real life so using the in game communication wheel and shortcuts is the only way I talk to teammates. I cannot communicate with people using voice chat so please understand how frustrating it is for me when even my character cannot talk for me in the game .
I would really appreciate it if you can fix this for me Blizzard. This is the first time I have to make a post on forums because of how frustrating it is for me.
I have experienced the same thing. Although it is an inconsistent behaviour, so possibly a bug, I suspect it may have been an intentional change, as Blizzard have frequently said they are looking for ways to stop people from spamming character voice lines and commands.

I’ve been finding that even if i look away from a player it doesn’t always say it either. It is strange that it’s not every time, so i’m not actually sure what’s triggering it to be blocked.
Having this issue with Thank you as well, even when using it from a hotkey directly. Today I got the ‘thank a support hero daily’ and I don’t think I can physically complete it now lol
Update: It still gives you credit for the daily, even though nothing shows up in your log.
I am having this problem as well. Communication voice lines just not working sometimes. It doesnt seem to be due to a timer because It is happening sometimes on my first voice line of the match.
Its so frustrating when I try to say “group up” or “fall back” and nothing happens.
Ive lost fights because someone is pushing too far forward and they dont realize no one is following them and my voice line just wont go off. Maybe they wouldnt have pulled back anyways, but I would feel better knowing it was because they choose to ignore the “fall back” and not because the game bugged out.
