It’s because the arrows are long, the whole shaft counts for detecting hits.
Whether the arrow hits depends on where it is (and where you are) on the Hanzo’s screen, not on yours. It’s essentially the same reason you can’t reactively dodge Sleep Darts as a Roadhog.

It’s already tied for the smallest projectile in the game.
I guess a lot of background factors make the arrows a bit jank.

I mean it looks like it shouldn’t hit but it does.
Well yeah but you cant dodge hitscan. There is a reason Hanzo cant compete in accuracy stats with the likes of McCree and Widow.
Would heat-seeking arrows work on Widow?
it will be nice if they fix that, because there are plenty of arrows that should’ve killed you instead travel through your head. and the ones you shouldn’t died to counted as hits.
Before the Hanzo revamp I would have agreed with you, but after the arrow speed increase Hanzo arrows and hitscans are very competitive in terms of speed until extreme long ranges.
Even if the tip of the arrow misses your head, the nock can still count as a headshot.
The hitboxes in this game are my number one complaint. You can’t dodge or sidestep anything.
