So they’ve got 2 years of patch notes. There should be a place in the game or on their website, that lists all the current patch notes. Whether they be 2 years or 2 months old. And newer patch notes will replace older ones automatically.

that’s not what I’m saying. There should be a Super Duper Patch Notes. They should only have the most up to date changes. And if something hasn’t been changed in 9 months, it’s still in the Super Duper Patch Notes.
…Why though? That would be extremely cumbersome and hard to keep track of and generally probably wouldn’t read right as patch notes.
The site already has 14 pages of them and it’s not like it’s going to get smaller, if you’re looking for a specific change just search for a keyword and click through the pages till you find it.
I’m looking for an official rule book. I know it would be hard, that’s why I suggested using AI to create it.
I think what Blizzard should do is publicly release all the hero stats and how the game mechanics work so the generally community doesn’t have to piece together things after the fact.
For ex, I can’t believe 2 years after launch I just learnt how Reaper’s headshots work and why sometimes I “randomly” get 1-clipped and sometimes I don’t.
Creating an AI for the sole purpose of merging patch notes would be a lot harder than just paying someone to do it.

Oh, so apparently the pellets are all headshot or nothing–and the RNG die roll used to determine this is based on the percentage of pellets that hit the crit box. It’s ridiculous.
