Literally everything you wrote has been described as not reportable under Blizzard posts and report descriptions. Every one of your points is considered false reporting, which is a bannable offense.

Nothing will stop players from fake reporting, also its not controlled at all

totally wrong, actually, it is in high ranks that you get the more banned. I was trying to communicate actively in my team for 2 days and now im banned for a month
