If this is the route you want to go, by certain metas not existing in certain ranks … your argument of Lucio ever being mandatory dies, because he’s quite literally never been mandatory for ladder play unless you’re in a rank where meta matters.

For people in the higher ranks (like myself and many others) it does matter,
and with Blizzard now balancing mainly around the higher ranks hopefully they come through and give the Toad a long awaited nerf

You technically can, but Lucio enables Reinhardt more than he enables most heroes. That’s why they buffed Lucio ally speed boost during bunker, when he was already being used.

Even if Lucio got nerfed, Rein+Lucio would still be good,
just not as stupidly good as it is now

I already stated, playing Zen Lucio in any rank outside the top would warrant you being whined at due to lack of healing, thus, making him not mandatory unless you’re top rank. This is now the second time saying it.

No hero is mandatory at lower ranks, you can play anything because nobody plays the meta and everyone just plays whatever they feel like.

No, OP specifically states mandatory for 4 years. The word meta doesn’t even exist. But since that would suite your agenda better, that’s what you want it to be.
