I’m not talking about masked or helmeted heroes like Imperius or Fenix
If you look closely in the game, Qhira, Deathwing and Mei’s mouths don’t move at all when they speak. You can see in both their animated portraits and viewing them in collection (This also applies to Anduin when viewing him in the collection, but not in the game). I know this isn’t something important but it still bothers me.
I wonder why
New heroes, budgeting went down so they stopped focusing on aesthetics that aren’t even present during gameplay.
You only notice on Anduin, Qhira and Mei since they’re the only new heroes with faces.
Blaze’s legendary skin also doesn’t do it.
Pretty much, rigging facial animations to go with them speaking takes a lot of effort for little reward. Considering they need them to match with them speaking in multiple languages, and it’s not something you’ll notice on the in game models during play, (heroes do have mouths move when they speak in game) and only on the small portrait. Since things were scaled back they took those resources and put them elsewhere.
It is a little disappointing, because for a lot of heroes (Whitemane, Li-Ming are 2 big ones that come to mind for me) you can really get a lot of personality from those facial animations - but I get why they were cut. I’d rather have cooler bigger things
They still do some things though. I think Mei has a little wave animation in her portrait I saw on stream. That was pretty neat

What are these “mouths” to which you refer?
Their mouths I mean. They’re supposed to move when they speak. But they don’t.
