Just did a cursory Google search. Turns out it’s a reference to an early 80s comedy called Caveman. Zug-zug is caveman-speak for sex.

I have seen people rarely use it to point out Orc’s intellect, similar to a human sarcastically making the sound that an ape does when someone else doesn’t understand something.
I have also seen this phrase in Battle.net
chats: “You ZUG, we Boop!”
I think it implies that the person saying the phrase has some relation to Sombra or embracing Sombra’s behavior or personality, as the ZUG means embracing the Orc’s mentallity. It may also be a way to make fun of the current male playerbase and how they embrace pink and purple and placing the Dark Matriarch’s burning loins on a pedestal.
