On the flip side I’ve had lvl 27 comebacks because of the gall stacks… back when the bomb infinite stacked. If you kept hitting people and getting kills from wipes since you had two infinite stack quests that add dmg eventually the bomb annihilates everything.
Tbh I think psychotic break is horrible. It’s literally only useful for a situation where you know you are going to yolo banzai charge the enemy core and secure the win right there

All of tracers lvl 20s feel like a downgrade or unintuitive.
Inn all fairness, every stack there is insanity.
1 kill = 2% less damage taken.
Not a bad talent although an insanely late talent.
But it makes sense.

So like A hero has a group of bad 20 talents, over 1 bad 20 talent.
Because then i would like to nominate Stukov aswell, although tough choice, since his 20talents are not that bad at all.

I pick that often and has been great on many occasion ! What i reallly like about it is the built in slow , 20% aint much but enough to make a difference , same for the % damage increase.

I’d say Morales protected Medivac. It’s not bad, just too limited of use because of the mechanics of how Medivac works. Probius’s null gate talent is kind of similar even though the concept is cool.
Just looking up TLV Play Again is under 50% lol. I actually like that concept of the talent, but it just doesn’t work. They should probably just combine Play Again and The Sequel. Well Play Again itself might not be bad if they reworked TLV to have better team fighting capabilities when they’re together, which is what they should encourage anyways instead of just relegating them to soak bots.

But other than that its generaly difficult to tell which has the worst level 20 tier since there is nearly always 1 talent that still does its job, even if it requires you to take the other ulti. That 1 talent might be relatively weak, but still do enough.
For a single talent i would however say that Dust of Disappearance is still very weak, even with its unrevealable for 0.5s.
