What's the story with the Wonder William mount?

The current “Patch Highlights” video teases a new mount at the end: the Wonder William mount. (available October 30th)
It looks like a regular-sized horse, but with a ridiculous head of blonde hair and a lock of long red bangs.
I’m completely out of the loop regarding in-jokes and memes; does anyone know the story on this new mount?

edit: I know about Wonder Billie and similar spend-real-money-to-get-a-special-mount items. I am wondering if the crazy hair and sassy 'tude are part of some sub-culture thing, kinda like the Dreadlord Jaina theory.

The Wonder Billie is a tiny goat mount that shoots stars* out the back. Diablo looks hilarious on it.

I’m guessing this is a big goat mount, because Billie is the ‘nickname’ given to people named William.

*not sure if it is stars or rainbows, but something happy.

Wonder billie was given for free to those who used real money transactions druing the alpha/beta

Im asumming this will replace the celestial serpent mount when you buy some gems.

blizz cycles mounts to players than buy gems (spend real money) and some of those had been variations if ‘billy’ the goat. This one is in the same vein, but bigger, so its called wonder william instead of wonder billy

Looks like a grown up Wonder Billie, the default white-red-blue-yellow one.
I don’t think it’s a reference to anything else. Wonder Billie mount itself was a My Little Pony reference with a colorful cheerful male goat instead of a female pony.

I had wondered the same thing. Why would this mount be called Wonder William…then I googled “Wonder William”…I found some things of "high"er nature.
