What makes characters eligible to become heroes in Heroes of the Storm?

I’d greatly prefer the later over the former. With a team that small, they have the ability to make sure everyone’s working on something they truly enjoy. They shouldn’t waste it by trying to appease a nebulous mass of conflicting opinions.
