I don’t really know what to pick at level 13 on lucio. They all seem okayish (except maybe the shield), but i don’t really know which is considered strongest.
Hard Style generally the best pick for all scenarios.
Can’t Stop Won’t Stop is literally a must against a team with many Roots or Slows.
Back in the Mix is the best all around pick. In general the enemy should have someone that can stun, silence, or time stop so Lucio should get use out of it.
Hard Style is good against mostly longer ranged stuff that might be looking to hit you. Think Raynor, Ming, Chromie and so on. If you are on the wall you will take less damage when you get hit.
Cant Stop, Wont Stop is a niche pick as best. You would pick it into a heavy CC team. Like one that has Malf, Arthas, and Jaina. Then they couldnt really lock you down.

90% of the time=Hard Style.
The other 10% of the time is Can’t Stop Won’t Stop.
CTWS is used against heroes like KTZ where if he roots you you can escape before his ult hits you. or how KTZ can chain you to remove you from a wall/speed bonus from wall
Or Junkrat to get rid of his traps (if he took the trap quests)
A misconception is that you pick Can’t Stop Won’t Stop against heavy slow teams. the immune to slows and roots is only good against heroes while you have wall ride effect in place. So you take it if a hero can remove you from the wall to slow/root you (like KTZ with his chain)
