He is not reading the book, but staring a hole into whomever took the picture, while mentally figuring out how quickly he can get his private assassins to bump off the one who dared took a picture of him. You didn’t hear it from me, but he runs an underground cartel that profits from the sales of potions brewed using highly illegal substances and crafted through unethical means. He has run his organization with an iron fist for decades, to the point that he willing faked his death during the events of Diablo 3 so as to move about more freely.
