Specifically the WinMTR, path ping, trace route, looking glass, etc tests.

Since your symptoms match packet loss, one is expecting some packet loss to be introduced by one of the hops. Such tests can help find which node is causing this packet loss. If it is a local node it might even be fixable. If it is a backbone node sadly all one can do is wait and hope the owners eventually work something out.
