I argued for this, once upon a time:
I still hold on hope that Blizzard will one day make this change (or one similar to it). It would be so good for HOTS.
I sort of am fine with how it is now. I just thought it was cool getting the rotation of heroes to play at all at first. Plus, usually I am content with a hero I buy for long enough to have enough gold to get another. I’ve never been dying to try another one so much so that I couldn’t wait even a little while to have enough gold for it. And it was much more exciting when I finally could get it. Idk it kind of gives you a goal to work towards so that you’re not just playing for fun, but doing something that will benefit you in the end. Maybe that’s just me, though.
While i don’t think that all heroes should be free all the time I do think they should have kept up that promotino they did a year or two ago, it was a little while after Varians release they gave away bundles of the players choice that had I think 15 heroes in it and you have the support bundle assassin, flex and a couple other gimicks to it.
We still need heroes to be purchased but maybe do a bit more to give new players a jump start.
I honestly feel Smite got a good balance of this, and the Dota2 method.
Where there is a one time purchase for like 30$, and sometimes going down to 15$ during events / anniversary stuff. This basically is a permanent “All current and future characters unlock pass”
What I would do is increase gold gains a bit, or drop prices on more heroes. Or even make heroes purchasable with shards.
Now that there is alot more stuff to spend gold on, like direct chest purchases and rerolls. I find it alot harder to keep a good supply.
Purchased all heroes with gold, except a few which were event promotions or pre order bonuses. Purchased tons of mounts using gold, and these are 20k to 30k gold each. Result is I am sitting on >180,000 gold at the moment on top of all that stuff.
Gold is already fairly easy to earn. One easily gets enough for at least a 10k hero per month.

Here a suggestion, give new player extra slot of free rotational hero which they can choose from all heroes. But this extra slot only available for account level under 20.
You can try all heroes for free in try mode. If you play enough HotS, you can afford every hero on release, especially now since there is a longer gap between heroes.
TLDR; Try in try mode, if you like, play game, get gold, buy them.
I’m fine with the current one we have and this suggestion of making all Heroes free, but I don’t really see Blizz doing this because I don’t really expect much from this game now. (Sorry, it’s hard to expect something and be disappointed over and over again.)
I guess a good alternative would be to give new players a Starter Hero Pool: 3 tanks (ETC, Mura, Johanna), 2 bruisers (Sonya, Artanis), 3 ranged assassin (Valla, Raynor, Falstad), 2 melee assassin (Illidan,Gazlowe), 2 supports (Tass, Zarya), and 3 healers (Li Li, Tyrande, BWing). // Up to Blizz on who they want to give as free, but these are my personal picks for starters //
Add in a proper tutorial about everything basic in HotS, 3 free Horse/Beasts Mounts, a special Starter portrait/border, 7-day Stim, 10 free Common loot chests and up the gold earned in completing AI and QM matches (win/lose). The daily quests and weekly rotations will do fine as is. This should at least help them in a bit.
The rest of the Hero Roster and Mounts can be grinded.
All free? No. A subset that gives a decent example for what the class does that’s easy enough to use and get a feel for the game? Definitely. I’d suggest something like:
Tanks - ETC, Muradin
Bruiser - Thrall, Artanis
Ranged Assassin - Jaina, Raynor, Cassia
Melee Assassin - Butcher, Samuro
Healer - Lucio, Morales
Support - Zarya
Basically lower complexity heroes that are straight forward enough that a new player can pick them up and get a feel for what the role is supposed to do, there’s some characters from all the franchises. They’re also mostly lower gold cost heroes so it’s not like people would be saving up a long time to get these heroes or buying gems to get them anyways. They’re also not garbage tier characters either

Blizzard canned HoTS HGC and downsizing the development team because the game isn’t making them money, and you want them to give away their last 2 options to make money? Might as well just asking them to shutdown the entire HoTS for real.
Also, I think DoTA2 can afford doing that because you need to install STEAM to play the game, and we all know that the more people had STEAM in their computer, the more money that Valve is going to make, and we also know that Blizzard App is certainly inferior to STEAM when it comes to making money…so yeah…Activision won’t approve this.

Asides from the in-game economics stuffs, the idea is that you would slowly getting good with one hero before jumping to the next. Not hopping all between heroes like a bunny. Never mastering one.
Also, it has been proven to dead numerous of time that even if you’re only playing casually, the gold income are more than enough for you to buy a premium (10k) or several less expensive heroes per month. Even more if you’re a new player.
Considering the new release schedule, you would be likely to have accumulated enough gold for 4 more 10k heroes before the next one was released. Just don’t waste your gold on those lootboxes re-rolls. Otherwise, it’s totally your fault for being broke.
So, the answer to your question is NO.

On the one hand it would allow ro test any hero any time, on the other hand having to build the roster ensures that especially at the start people stick a few heroes and have some extended experience with them. Pros and cons on everything.
They already changed chests to be aquired by ingame currency that can not be aquired or exchanged with/by real life currency; so absolutely no relevance for HotS.
If card packs can be interpreted as loot chests this might be interesting for Hearthstone though.

i know the game changed the lootbox system few patch ago.
but the rule will impact Activision and Blizzard, so impact to their game will affect others as well. and everyone know how Activision market work today
I think they should unlock all for custom games.
Better than try mode and you can play all you want with/vs AI or friends without pissing off random tryhards while trying stuff.
