why can’t a type to people i report?
you can’t whisper to people you reported for abusive chat, because it autoblocks them, so it will be a cringe move to block someone and whisper to them.
That’s why you report them and unblock, maybe they whisper to you and you get to report them again.
Tactical move, i like that spirit 
But i’m not sure you can report multiple times for the same thing, but who knows ?
You get a notification that you reported them I think every time you unblock and report again; not sure it does anything, of course. Would be funny if it was exploitable.
I read some people complaining about wrongful bans mentioning their party chats and whispers to other people getting checked too; it’s still a funny thought that you can blindly report people and maybe something happens.
When you report someone for abusive text chat, it also blocks them.
I must say though, I am amused by your child-like comments in here (I am still not convinced if you’re a very good troll or a kid). You’re so often writing random & absurd messages. You’re a fascinating thing.

It’s neurodivergence.
If people aren’t looking at a symptom/behavior chart, they’ll probably just see the odd posts as “trolling” since people don’t know to identify that stuff as their default reaction.
There’s being neurodivergent and then there’s the “ability to speak does not make you intelligent”.
I’m leaning on the latter with all this spam.

Well that is wrong, it’s hard to think of what to say sometimes and that is due to a lack of intelligence in my opinion.
