Why is it every time this quest shows up it means incoming 10 game losing streak?

Maybe your overzealous desire to win is actually becoming a handicap instead.
It’s like those people who start flaming people for being bad. Technically, they’re doing that because they really want to win and are mad at bad people for making them lose, not realizing that getting angry is just making it much worse.

No, don’t think this is it. ARAM is giving me some good toons. Its just whichever is on my team is getting decimated. So far every enemy team has had a chromie who is just super cheese.

Other people have quests too, so if it were “every” time then matching would be irrelevant provided anyone on a team has that quest to magically outweigh the other 9 people in that game

Since it can be observed that people win, or lose, streaks of games with and without that quest, it is this not “every” time as the game is not personally out to get just you, or any other individual that looks for superstitions and red herrings to blame.
Stacks and potato players continue to populate the game with thr added measure that the “average” player is bad at this game, thinks they are better than that average, and do not observe how to compensate for the difference between those. As long as magical other things exist for people to fault instead, then the cycle will persist

Well, I lost a few, did I at least progress my quests? Oh, 0/3 wins, okay. 
The malicious theory is that having this quest will drive the players towards winning, hence it’s grounds for an MMR adjustment. (You’ll play some good hero, you’ll actually try to win, as opposed to Play 8 games quickly or Lose Play 3 games with an Overwatch/Nexus hero.)

Hence they pick their “best”, which has higher Hero mmr adjustment than the rest, thus making it kinda harder. Yes
