Close, except about everything is not the same. I mean really the only thing the same is the pose. Even then Mecha Tassadar has 33% more fingers.

Actually, Lavos has 25% more fingers than Tass! (if you count the weird 2-fingered head-arms grabing the cable… whatever those are) 
In case anyone doesn’t know, Akira Toriyama (creator of Dragon Ball) was also the character designer for Chrono Trigger…
In other words, the same guy made those two very similar-looking characters (Cell and Lavos), so at least he’s not stealing from someone else
