I don’t know much about computers but I’m buying one soon and wanted to know if these specs were good for this game.

Memory is a bit on the low side (assuming Windows 10 64 bit) but everything will run the game perfectly. I use a GTX 760 which is significantly weaker than the GTX 770 and run the game at 60 FPS at 1080p with a CPU bottleneck.
The processor is not ideal due to it being AMD and targeting strong multi threaded performance while Heroes of the Storm only really benefits from good single threaded performance (favours Intel). That said it is fairly fast and reasonably modern from what I can tell. It should perform similar if not a tad better to my stock I7 920 which runs the game at a completely playable 60 FPS except for some intensive situations where it may drop to 40.
Memory wise 8GB should work as long as you are not running too much in the background. If you notice performance problems caused by page faults or insufficient OS file cache then you may have to upgrade the memory.
At which video settings in the game?
Pretty much everything maxed out, except for maybe some CPU orientated settings. No super sampling or anti aliasing however, but one can consider these as beyond maximum settings.
The HotS engine is so efficient with regard to GPU utilization that it really does not need a strong discrete GPU to max out at a reasonable resolution (1080p). One will almost always have in game frame rate bottlenecked by CPU single thread performance. In my case my I7 920 just cannot output the single threaded performance needed for perfect 60 fps in all situations, but still provides 60 FPS most of the time.
