I am missing many characters I’ve had and been playing for weeks… Ive tried opening tickets but blizzard keep redirecting me to WoW forums.
First thing to check is if you’re on the “correct” region in the battle.net client/launcher.
Second thing is to check if you have purchased those heroes or if they were only available as a part of the weekly “free rotation”
You can find your transaction history through your battle.net account.
This will list all ingame purchases, done with either gold, shards, or real money. (though it might be lacking if you have pulled the hero from a loot-box)
If neither of these apply, you will just have to continue trying to navigate the various support pages until you can get in contact with Blizzard Support.

Sounds like you might be submitting the tickets under the wrong category. Thus the first-line responses are relative to that wrong category.
Have you purchased heroes or unlocked with gems or won any in loot boxes? They would be permanently added to your account if that is the case.
As mentioned above there are heroes that rotate weekly when you do not have them all unlocked. Playing doesn’t directly unlock them, but indirectly you can unlock gems by playing, that you use to unlock heroes.
As a 3rd option, I believe they are unlocked with an xbox game pass, but I am not necessarily recommending that.
